What brand is the best way to whiten black hair dye?

I have dyed black hair multiple times. I have really wanted to just get rid black to red or you can dye my coffee or natural. I tried a Herbal Essences "bleach blonde" package the other day in a little hair test, and did nothing. I have real fear of using chlorine, and can not afford more expensive than a box of hair dye from the store. So there is no beauty salon. Any advice would be nice, including those that will prevent hair from thinning too much or ugly after bleaching.
